The list below is a record of advice the Planning Inspectorate has provided in respect of the Planning Act 2008 process.

There is a statutory duty under section 51 of the Planning Act 2008 to record the advice that is given in relation to an application or a potential application and to make this publicly available. Advice we have provided is recorded below together with the name of the person or organisation who asked for the advice and the project it relates to. The privacy of any other personal information will be protected in accordance with our Information Charter which you should view before sending information to the Planning Inspectorate.

Note that after a project page has been created for a particular application, any advice provided that relates to it will also be published under the ‘s51 advice’ tab on the relevant project page.

Further information about the process can be found in the link below to the National Infrastructure Planning website: attachment 1 The Planning Inspectorate is unable to consider representations about the merits of any application until it has been submitted and accepted for Examination. As the application has not yet been formally submitted to the Planning Inspectorate your first point of contact should be the developer and we would encourage you to contact National Highways directly: Email: [email protected] Telephone: 0300 123 5000 It is important that the developer is made aware of your comments at the Pre-application stage to enable them to consider the points raised before finalising their proposals and submitting the application. The developer’s consultation period was from 23 January 2017 to December 2021 however we would still encourage you to contact National Highways directly Should the application be accepted for Examination you will be able to register as an Interested Party by submitting a relevant representation. This must be submitted on the ‘Registration and Relevant Representation form’ which will be made available on the project webpage of the National Infrastructure Planning website at the appropriate time. Advice given

Attached to this email you will find a series of reports, (listed below). These reports have been commissioned by The Messing and Inworth Action Group to detail the issues associated with National Highways Plan for Junction 24 feeder roads, and the Main Alternative (to that plan). As you should be aware, the Main Alternative is fully supported by MIAG, the Parish Council, Essex County Council (at all levels), and our Parliamentary representative, Ms Priti Patel. We are providing these reports now, as early as it has been practical to do so, so that NH may consider all the relevant material before submitting a Development Consent Order to the Planning Inspectorate. You are urged to read them carefully. We then expect NH to fully engage, as has been repeatedly promised but not arranged, with the primary stakeholders, including MIAG, on all matters related to Junction 24, including the Main Alternative. This must be ahead of any DCO submission. We continue to seek a solution to the Junction 24 plans, and the Main Alternative is now demonstrably that.
